Corporate Perspective: Concerns about the Labor Model Reform in Hainan Province

Recently, the Hainan Provincial Government issued the "Notice on Resolving the Difficulties of Provincial Model Workers' Lives." According to the notice, all enterprises and institutions are prohibited from laying off labor models at or above the provincial or ministerial level. If a worker is laid off due to company bankruptcy or institutional revocation, and this results in unemployment for a model worker who meets employment conditions, the local government is required to coordinate re-employment. This policy reminds me of a news report several years ago about a national model worker in Maanshan City, Anhui Province, who was dismissed. The story highlighted a key principle: labor models should not be laid off. In the planned economy era, the recognition of labor models was mainly symbolic, with little tangible benefit involved. However, as companies restructure and adjust their operations, even labor models face the risk of being laid off. This new policy, issued under the government's name, explicitly forbids the layoff of model workers at higher levels, although it comes with some conditions. While it’s a positive step, its practical implementation remains uncertain. For instance, the policy states that enterprises must not lay off workers, but what happens if a company goes bankrupt or ceases operations? Who then ensures that model workers are not affected? Additionally, in this year’s National Labor Model Awards, more than 30 private entrepreneurs and over 20 migrant workers were recognized. As society evolves, the number of such models is expected to grow. For these individuals, the traditional concepts of “position” and “layoff” no longer apply. How will the policy protect them? Moreover, farming is still not considered a fixed job, yet peasant labor models make significant contributions to society. How can the policy effectively support them? These questions raise concerns about the scope and adaptability of Hainan’s new policy. The core issue is that the policy seems to be rooted in the mindset of the planned economy, focusing mainly on state-owned enterprises. While the intention is commendable, it may struggle to keep up with the dynamic nature of the market economy. Labor models are essential to societal progress, and we fully support efforts to care for them. However, this care should be more market-oriented—such as improving social security systems, using commercial insurance to provide stability, ensuring that model workers are protected from basic risks like health, unemployment, and old age. Only then can we truly say that we are offering meaningful and lasting support to our country’s heroes.
