Nearly four months after losing their beloved fire commissioner who supported their cause, Chicago firefighters now have clarity on the cost-saving measures Mayor Rahm Emanuel is pushing for as their contract ends on June 30. The firefighters' union has labeled Emanuel's proposals as "insulting" and "absurd." These plans target cherished union benefits such as holiday pay, duty availability compensation, clothing allowances, pay grades, premium pay, the physical fitness incentive, and the 7% bonus for cross-trained firefighter-paramedics. An ex-union official approximated that these proposed cuts could cost the average firefighter around $7,000 annually. Emanuel's proposal doesn't involve shutting down any fire stations but does suggest modifying the minimum staffing requirements that sparked the infamous 1980 firefighters' strike. Currently, each piece of firefighting equipment must be manned by at least five personnel. However, the firefighters' union is strongly opposing the administration's suggestions. This tension arises as the current contract is set to expire on June 30. The firefighters' union argues that the city's offer would eliminate several types of additional pay and decrease the number of firefighters at certain firehouses. In a letter sent to union members, Firefighters Union Local 2 President Thomas Ryan described the city's proposals as "insulting" and "preposterous." The letter notes that the city aims to eliminate various salary supplements, including the clothing allowance and the 7% extra for those trained as both firefighters and paramedics, along with the "duty availability" payments firefighters receive for being on call during their days off. The city's proposal also suggests reducing the number of firefighters in "double houses," which house both fire engines and trucks, from ten to nine, without any mention of closing firehouses. "I have a responsibility to all the people of Chicago, not just some or one part of it," Emanuel remarked at a press conference announcing GE Transportation's move to the city. "I need to ensure that both taxpayers and residents are fairly represented—that's my role." "I respect what Tom (Ryan) has to do, and I respect what the firefighters have to do as city employees," the mayor continued. "But I must ensure we're making necessary changes for the future, not just maintaining the status quo because it's always been done that way." Last year, former Fire Commissioner Robert Hoff expressed strong opposition to reducing manpower, emphasizing the importance of maintaining current staffing levels due to safety concerns. However, Hoff retired in February, and newly appointed Fire Commissioner Jose Santiago has adopted a more flexible stance on the issue. "There are numerous studies regarding what constitutes safe staffing levels," Santiago mentioned during his introductory press conference.
