From excerpts sourced on RBLandmark.com: The Illinois General Assembly has mandated that smaller municipalities across the state must merge their emergency dispatch centers for police and fire services by mid-2017. This directive has left many towns scrambling to either join existing centers or establish new ones. By early July, these towns are required to submit formal plans detailing how this consolidation will proceed. As part of this effort, the villages of Brookfield, North Riverside, and Riverside have come together to create a joint dispatch center named WC3. The center will be housed within the North Riverside Police Department and overseen by a governing board that will appoint an executive director. Recently, these municipalities signed a $25,000 consulting contract with Northbrook-based GovHR USA to help implement their plan. Representatives from each village, including village administrators, police and fire chiefs, and dispatch supervisors, have been meeting weekly with Paul Harlow, a former village manager and public safety director of Glencoe, who serves as the consultant. Last summer, the General Assembly passed a law requiring towns with fewer than 25,000 residents to consolidate their services. The cost of creating the joint dispatch center will be evenly shared by all three participating towns. There are numerous challenges to address during this transition. For instance, the North Riverside dispatch center will require upgrades to accommodate an additional workstation and new equipment. Additionally, Brookfield does not share the same dispatch radio frequency as Riverside and North Riverside, and it belongs to a different mutual aid division for fire services. Furthermore, while North Riverside and Brookfield use the same records management software, Riverside employs a different system. All dispatchers will need training in Emergency Medical Dispatch (EMD), a more advanced service requirement that mandates having a second dispatcher available around the clock. Currently, all three towns intend to retain their full-time dispatchers, but the future of part-time staff remains uncertain. Ultimately, the dispatchers will transition from being municipal employees to working under WC3, necessitating the formation of a new collective bargaining unit since they are currently represented by three separate unions. One significant change resulting from this consolidation is that Brookfield and Riverside police stations will no longer maintain 24/7 staffing at their front desks. During late-night shifts, North Riverside will provide dispatch support for walk-ins, but both Brookfield and Riverside will need to install phone or video systems to enable visitors to connect with North Riverside's dispatchers. In June, these municipalities will finalize an intergovernmental agreement to establish the WC3 board, which will comprise members who have been collaborating informally with the consultant. This initiative represents a major step forward in streamlining emergency response operations across these communities, aiming to enhance efficiency and reduce costs. While the path ahead involves overcoming several hurdles, the collaboration between these villages signals a commitment to modernizing their public safety infrastructure.
