In 1996, Gansu Province launched the "Blue Sky Project" as part of its efforts to reduce urban pollution. One of the key measures was the "oil to gas" initiative, which aimed to convert vehicles from using oil to natural gas. In March of this year, during the Third Session of the Tenth National People's Congress, Lanzhou City Deputy Secretary and Mayor Zhang Jinliang announced that the Gansu delegation had discussed the government work report, emphasizing the need to complete the natural gas conversion for buses under the "oil to gas" program within one year and finish the leasing process within two years. Additionally, the project aimed to complete the clean energy transformation of coal-fired boilers within three years. Based on existing taxi numbers and the preparation of the "Eleventh Five-Year Plan," Lanzhou planned to build 20 gas stations in the city over a period of three to six years. In Shenyang, on May 9, 2005, the municipal government issued a circular promoting the use of gas vehicles. The document required all gasoline-powered buses and taxis in the city to be converted into oil-gas dual-fuel vehicles by October 1st of that year. According to reports, the cost of the conversion was fully covered by the gas refueling station construction unit and the government, with no fees charged to vehicle owners. Around 75,000 diesel vehicles that could not be retrofitted due to technical limitations were included in the next phase of the retrofitting plan, with foreign technology used to build two new natural gas refueling stations specifically for diesel vehicles. The third stage focused on converting official vehicles, encouraging government cars to switch to gas to meet economic and environmental standards for 500,000 automobiles in Shenyang. Since Hainan began implementing the "oil to gas" reform in 2001, the relatively low price of gasoline led to limited usage of oil. However, in line with the goal of building an eco-friendly province, the policy mandated that taxis and buses must switch to gas, while private car conversions were not permitted. According to statistics, the province currently has 5,360 buses and taxis, of which 3,219 are natural gas vehicles, making up 60% of the total. With rising gasoline prices, the cost advantage of natural gas became evident. Many private car drivers expressed willingness to convert their vehicles, but without government approval, they remained hesitant. In recent years, the "oil to gas" project in Shijiazhuang has accelerated rapidly. Many taxi operators have converted their fuel-based taxis into dual-fuel vehicles, significantly reducing operating costs. At present, about 20 vehicles are being modified daily, but local gas companies like Xin'ao Gas Co., Ltd. struggle to keep up with the demand. Recently, the Shijiazhuang Development and Reform Commission approved Zhongbo Automobile Co., Ltd. to carry out "oil to gas" conversions. In August, three new natural gas refueling stations were opened in the city. Based on the targets set by the city government at the start of the year, Shijiazhuang aims to have 20 gas stations operational this year. In Shanghai, the number of taxis undergoing "oil to gas" conversions surged 13 times following this year’s rising oil prices. In the past two weeks, many taxi drivers rushed to repair shops to replace their petrol systems with LPG units. The number of vehicles converted per day increased from less than three to an average of more than 40. Currently, the price difference between LPG and No. 90 gasoline is 1.23 yuan per liter. A taxi that previously consumed 38–40 liters of gasoline daily now uses 45 liters of LPG. As a result, each taxi can save more than 30 yuan per day, or at least 20 yuan, leading to monthly savings of over 300 yuan.
