It encourages manufacturers to focus on developing products with independent intellectual property, implement effective brand management strategies, and build internationally recognized automotive brands. By 2010, the policy aims to establish a number of well-known domestic car and motorcycle brands, while also promoting international cooperation and the development of advanced, applicable technologies. Imported technologies must meet global standards and be competitive in the international market. The goal is for domestically developed products to match global technical levels and compete globally. To support this, the government provides tax incentives for R&D activities aligned with national technical policies. This reflects a collective push from the government, industry, and consumers toward the development of strong, independent automotive brands.
Looking at China's current economic and automotive landscape, the author believes that establishing an internationally recognized independent brand for trucks is a crucial step in the broader development of Chinese auto brands.
**Technical Accumulation and Market Foundation of Trucks**
In the early years following the founding of the People's Republic, China's truck industry experienced remarkable growth. Despite challenges like the SARS outbreak and credit constraints in the previous year, trucks maintained a high growth rate alongside the overall automobile sector. In 2003, China produced and sold 4.4 million vehicles, a 34.21% increase compared to the previous year—four times the GDP growth rate. At the same time, truck production grew by 10.35%, while passenger cars rose by 15.15%.
Over the past 50 years, trucks have played a central role in China's automotive history, contributing significantly to both the national and local economies. For companies like FAW and Dongfeng, trucks have been a core business, driving related industries and components. The industry has accumulated substantial technical expertise and established a widespread marketing and service network. With over 700,000 trucks in operation and well-known domestic brands like "Liberation" and "Dongfeng," China has a solid foundation for building internationally competitive, independent automotive brands.
**External Environment for Developing Truck Brands**
From an external perspective, the Chinese government has shown strong support for the development of independent automotive brands. At the Third Plenary Session of the 16th Central Committee in 2003, it was emphasized that domestic enterprises should take full advantage of opening up to the outside world, enhance their market access, technological innovation, and brand-building capabilities. Today, brands like Dongfeng and Liberation are leading examples of this progress.
However, despite China's growing economic strength, its automotive brands still lag behind globally. In 2003, only one Chinese company, Haier, appeared on the list of the world's top 100 most valuable brands, with no domestic automakers included. This gap highlights the need for stronger brand development.
China's transition from an agricultural to an industrial society has created a strong demand for trucks and special vehicles, offering a solid foundation for the growth of independent truck brands. This shift presents a unique opportunity for the Chinese auto industry to compete internationally.

China has rapidly expanded its highway infrastructure, completing what took developed countries decades in just over 10 years. The total highway mileage ranks fourth globally, with plans to reach 2.1–2.3 million kilometers by 2010. The "Five Vertical and Seven Horizontal" national highway network will connect 90% of cities with populations over 200,000. By 2020, highways are expected to exceed 2.6–3 million kilometers, creating a vast market for commercial and passenger vehicles.
This rapid development of road transport offers significant opportunities for the automotive industry to develop strong, well-known, independently branded trucks.
**Building a Leading Independent Brand in Trucks**
With rich technical experience and a strong market presence, the Chinese truck industry is now ready to build a globally recognized independent brand. Medium-duty trucks, such as "Dongfeng" and "Liberation," already enjoy high recognition. They should continue to evolve technologically and become internationally renowned brands. From there, the industry can expand to both light and heavy trucks, accelerating the creation of self-owned brands across the entire range.
Experience from the global automotive industry shows that strong national support is essential for healthy development. In China, this means focusing resources on key platforms and components through collaborative research, similar to large-scale projects like the manned space program. The government should also offer tax breaks, financial support, and policy advantages to manufacturers developing independent brands, enhancing their innovation and market adaptability.
Finally, talent remains a critical challenge. A shortage of skilled professionals in technology, management, and marketing hinders the deep development of the industry. Therefore, the state must invest more in training specialized personnel to support long-term growth.
